Position: Membership Officer

Contract Type: Fixed Term, Full Time (3 months)

Job Summary
This role supports the Membership department in managing complex membership and student enrollment admissions, ensuring applicants meet all qualification, competency, and good‑character requirements. By upholding admission standards, the role plays a key part in protecting the public and maintaining confidence in the CPA profession. This position assists in evaluating applications across multiple pathways, reviewing complex and high‑risk files, preparing materials for the Membership Committee, and contributing to the continuous improvement of admissions processes. The role also supports broader departmental operations, including membership dues management, member communications, and updates to membership‑related web content.
Key Responsibilities:
Membership Admissions and Student Enrollments
· In collaboration with the Director, Membership as well as various membership registration staff, critically assess membership applications using professional judgement to ensure only suitably qualified and competent persons are admitted to membership.
· Perform quality control reviews and approve membership applications under the various pathways for applicants who meet all required admission criteria.
· Respond to inquiries from applicants with complex scenarios to provide guidance on admission under the appropriate pathway.
· Review, assess and make appropriate determinations on complex applications, including those from internationally designated applicants, responding to any inquiries from applicants while providing guidance on admission and ensuring all requirements are met under the appropriate pathway and applicable agreements.
· Manage admission applications from various pathways that require in-depth analysis or consideration, such as those with complex good character matters or special circumstances, including analyzing the risk of special accommodations vis a vis human rights considerations and compassionate grounds.
· Provide guidance to membership staff on complex membership applications.
· Support the Associate Director, Student Enrollment, on enrollment applications with complex good character matters.
· Research and prepare data sheets for Membership Committee meeting packages as required.
· Draft determination letters to advise applicants of the outcome of the decision by the Membership Committee.
· Develop, update and maintain protocols, processes and administration manuals for the membership admissions process while contributing to the continuous improvement and enhancement initiatives of the department.
Other Membership Support
· Provide support to the Manager, Membership Administration, including reviewing or drafting communications as required.
· Provide guidance and support to membership staff on annual dues renewal process including responding to complex fee reduction or exemption requests and reviewing or drafting communications as requested.
· Work with membership staff to update and maintain membership-related webpages on CPABC website.
And other duties and responsibilities as may be assigned from time to time.
Key Requirements:
Knowledge and Experience
· Undergraduate degree in law, public administration, business/commerce, or a related field; or an equivalent combination of education and directly relevant experience.
· 7-10 years in a professional regulatory, membership admissions/registration, or comparable regulatory environment.
Demonstrated Skills and Abilities
· Proven ability to interpret legislation;
· Objective, fair and open-minded approach to work;
· Cogent verbal and written communication skills;
· Strong research and analytical skills, with the ability to conduct detailed analysis of information with a high degree of attention to detail;
· Excellent problem solving skills, with the ability to diagnose problems thoroughly to implement effective and sustainable solutions in a timely manner;
· Strategic minded with an ability to plan ahead and pre-empt unintended consequences;
· Diplomatic and tactful, with the ability to deliver difficult messages when necessary; and
· Ability to work independently when required with strong teamwork skills and a collaborative working style;
Preferred Knowledge, Experience, Skills and Abilities
· Familiarity with the CPA Act, Bylaws, Bylaw Regulations and the Code of Professional Conduct would be an asset.
· CPA designation or Law Degree.
· Knowledge of administrative law, bankruptcy proceedings, privacy legislation, or criminal and civil court proceedings would be an asset.
The starting annual salary for this position is between $98,400.00 and 116,850.00 per annum, based on candidates’ qualifications, experience, and internal parity. Exceptions may be considered with further review.
